Neighbor to Neighbor Program

Assistance Program for American Electric Power

To Qualify:

  • Accountholder must be at least 18 years old and is a member of the household.
  • Must have a termination notice for residential AEP electric bill or service already cut off.  (Note:  Your account is not in termination status if you have recently made a payment arrangement.)
  • Total account balance (not termination amount) must be at least $100.00.
  • Total gross monthly income for all member of household must be at or below 150% Federal Poverty Income Guideline (below).
  • Sincere Effort of Payment – Must have made payment(s) of at least $100.00 ($75.00 for those 62 and older) in past 3 months.  Cannot be payment from an assistance agency.
  • Must have applied for Crisis Assistance (January to mid-March) or Cooling Assistance (Mid-June to Mid-August) at the local Department Social Services prior to applying for Neighbor-to-Neighbor assistance (if applicable).

Documentation Required:

  • Acceptable Proof of Income for all members of household for last 30 days.
  • Acceptable Proof of Sincere Effort of Payment.
  • Termination Notice
  • SOCIAL SECURITY CARD for accountholder.
  • Completed Mountain CAP Intake (paper intake or online through Client Portal on our website www.mountaincap.org)
  • Date applied for Crisis/Cooling Assistance at the local Department of Social Services.

Important Notes

  • Completing an application does not guarantee grant approval.
  • Neighbor to Neighbor will not assist with security deposit or connection/reconnection fees, only usage.
  • Maximum Neighbor to Neighbor grant is up to $300.00.  Any amount over the maximum grant of $300.00 must be paid prior to applying for assistance from Neighbor to Neighbor.
  • Once Neighbor to Neighbor application has been submitted it may take 24 – 48 hours before we received approval/denial notification.
